We have an immediate opening for a Senior Policy Analyst to join our team. This position will provide an opportunity to develop the innovative technology that supports some of our nation’s most important defense initiatives. They will be able to clearly define and clearly articulate compelling solutions and will require an ability to quickly assimilate and apply complex technical information.

The Department of the Navy (DON) Modeling and Simulation Executive/DON CHENG and his action arm, the Navy’s Modeling and Simulation Office (NMSO), requires enterprise system engineering and modeling and simulation (M&S) support in making recommendations, drafting approaches, defining processes, and helping to implement changes to bring increased organization and focus to the development and use of Enterprise Engineering and M&S throughout the Department.

Kitty Hawk Technologies is currently seeking a Senior Policy Analyst to work in the Dahlgren, Virginia area.

 

Key Responsibilities:

NMSO Senior Policy Analyst works closely with the NMSO Program Manager and Senior Program Analyst. Essential functions and tasks include but are not limited to:

1. Develop, draft, update, and maintain DON and Navy M&S plans that articulate the M&S vision, goals, objectives, and implementation metrics
     a. Draft technical planning documents such as DON and Navy M&S Requirements Descriptions, Strategic Plans and Visions, Road Maps, Business Plans, Implementation Approaches, Guidebooks, and Codes of Best Practice
     b. Provide expertise on and review M&S planning products generated by the DoW and other services, including Directives, Instructions, Business Plans, Technical Reports, Codes of Best Practice, and Terms of Reference
2. Support the development, drafting, coordination, approval, distribution, and monitoring of M&S policies that provide specific guidance, structure, responsibility assignment, process descriptions, and authority
     a. Assist in the drafting of SECNAV, OPNAV, and Systems Command directives, instructions, and other issuances on topics such as M&S organization, management, VV&A, standards, federation, execution processes, and implementation approaches
     b. Provide inputs on SECNAV policy initiatives related to M&S, and Live, Virtual, and Constructive (LVC) simulations
     c. Support the development, use, and updates to the DON’s M&S Support Plan (MSSP) Guidebook, the DON M&S Procurement Guidebook, and the VV&A Implementation Handbook
     d. Review existing DoW and DON policies that reference EE and/or M&S for completeness and comprehensiveness
3. Support NMSO’s outreach, engagement, and education efforts to connect with DON M&S users, designers, technology developers, educators, and managers
     a. Provide information and insight into DON and Navy M&S, NMSO, and its personnel, to improve enterprise awareness of activities and capabilities
     b. Define and improve M&S learning opportunities, support research and development advancements, associating curriculum with career designations, and imparting knowledge to students in M&S

Requirements

Required Qualifications:

  • 6 – 10 years of experience and detailed knowledge of U.S. Navy modeling and simulation programs and initiatives
  • Experience with DoW and DoN’s M&S vision, goals, objectives, and implementation metrics
  • Ability to obtain and maintain a SECRET DoD clearance is a must – U.S. Citizenship is required
